MINUTES

JUNE 14, 2010

 

 

Chairman Edward Lettre opened the meeting with roll call at 7:30 p.m.

 

Present:  Edward Lettre, Chairman; Cora Bodkin, Vice-Chair; Geraldine Corletta; John Mangan; Robert

Milone; Tom Pastore; Otto Stern; Paul Schofield, Deputy Town Attorney; Ronald Haelen, Environmental Resource Specialist; Scott Yaklofsky, Assistant Building Inspector; Rita Maklin, Secretary.

 

The ALC minutes of May 24, 2010 were reviewed.  A motion was made by Commissioner Stern, seconded by Commissioner Mangan, to approve the minutes as reviewed.  Motion was unanimously approved.

 

7:35 p.m. – Petsmart, 155 E. Rt. 59, Nanuet BP10-374S/BP10-375S – Montana Electrical Decorating

Applicant was not present.  Chairman Lettre presented the resubmitted applications for the wall sign and pylon.  He stated that the applicant changed the signs, as was recommended at the ALC meeting of May 10, 2010, to red lettering on white background.  After discussion, a motion was made by Commissioner Mangan, seconded by Commissioner Corletta, to approve both the wall sign and the pylon sign as resubmitted with red lettering on white background.  Motion was approved 6 to 1 (Commissioner Stern).

 

7:40 p.m. – Village Sensations, 111 Main Street, Nanuet BP10-473S – Hudson Valley Sign Studio

Keith A. Piscitelli, sign contractor, presented a revised rendering of the building sign BP10-473S.  The second building sign BP10-474S is withdrawn and will not be used.  Only one sign will be installed over the main door.  The second door will be tinted and kept locked.  As was requested at the last ALC meeting, the Building Dept. checked their records and found that the only legal signs on the building are the two (2) Coin and Jewelry signs and the Maveli sign.  Violations are in progress and will be issued by the Building Department for the remaining illegal signs on this building. 

 

A consensus of the Commissioners showed that the Village Sensations sign should be in colors similar to the approved signs on the building.  After discussion, Commissioner Bodkin made a motion, seconded by Commissioner Corletta, to approve the resubmitted application for the wall sign over the entrance in the same font style as presented in the Village Sensations rendering with the lettering color in a color matching the lettering of the Coin and Jewelry sign on the left hand side of the building, with lettering outlined in black and dark brown and in the same background color of off-white.  Motion was unanimously approved.

 

After further discussion, an amending motion was made by Commissioner Bodkin to amend the earlier resolution to clarify that the sign is to be above the main door of the store, which is on the left side of the building, and there is to be no other sign for Village Sensations.  Commissioner Mangan seconded the amended resolution.  Amended motion was unanimously approved. 

 

7:45 p.m. – Rockland Dream Kitchen & Bath, 128 West Nyack Way, West Nyack BP10-496S – Susan Guo

Susan Guo, business owner, presented the application.  Application is for a building sign on an existing building with red lettering on a white background.  After discussion, the Commissioners agreed that the sign should follow the coloring of the existing signs on the building with white background and blue lettering.   A motion was made by Commissioner Corletta, seconded by Commissioner Stern, to approve the application as amended for building sign with white background and blue lettering, with letters to be a maximum height of 22-inches, with no black.  Motion was unanimously approved.

 

7:50 p.m. – New City Cleaners, 288 S. Main St., New City BP10-521S – Hudson Valley Sign Studio

Mia Choi, business owner, presented an application for a building sign in the CVS Shopping Center, which has a sign program in place.  After review and discussion, Commissioner Milone made a motion, seconded by

Commissioner Mangan, to approve the application as presented subject to existing sign remaining and lettering being changed to New City Cleaners in black lettering. Motion unanimously approved.

7:55 p.m. – Ekizian’s Tuxedos, 29 Third Street, New City BP10-542S – Sign Creations

Frank Lyons, sign contractor, presented the application for a 10-foot wide by 2-foot high wood composite non-illuminated building sign.  Sign will have black engraved lettering on a white background with a black vinyl border.  After review, the Commissioners agreed that the background color should match the background color of the adjoining DeCarlo building sign, conforming to the sign program of the shopping center.  Mr. Lyons will check the coloring of the DeCarlo sign to ensure that the background color of the Ekizian sign matches.  Mr. Yaklofsky will also visit the site to confirm the background color.

 

After discussion, Commissioner Bodkin made a motion, seconded by Commissioner Pastore, to approve the application for a non-illuminated building sign as presented with the exception that the background color match the adjoining DeCarlo sign, with black engraved letters and black vinyl border with indented corners.  Motion was unanimously approved.

 

8 p.m. – The Castle Inn, 16 S. Main St., New City BP10-541 – Sign Creations

Frank Lyons, sign contractor, presented the application for a building sign in an aluminum composite panel with raised letters in orange on a brown background with a silhouette graphic of a castle in the background behind the lettering. Commissioner Bodkin felt that the castle silhouette made the sign appear dirty.  Chairman Lettre noted that all signs on the building will have to conform to the Downtown New City sign code which is initiated by the first approved building sign and its colors, style and material.  The Building Department will check the records to determine if the first existing building sign, San Juan Restaurant, is an approved sign.  In that case, the proposed Castle Inn sign will have to follow its coloring and style.

 

The Commissioners recommended that the sign be reserved so they will have an opportunity to look at the building and the San Juan existing sign, along with the law office sign on a nearby store.  In reviewing building signs for this shopping center, consideration should be given for allowing space above the signs for gooseneck light fixtures for sign illumination.   Commissioner Mangan made a motion, seconded by Commissioner Stern, to reserve the application in order for the Building Department to check the records for approval of the San Juan building sign; and to allow the Commissioners an opportunity to view the shopping center before a decision is made.    Motion to reserve was unanimously approved.

 

8:10 p.m. – National Ramp, 39 Western Highway, West Nyack BR – Garth Walker

Garth Walker, business owner, presented the building review to replace the garage door on the left with a new storefront entrance door on an existing building.  The existing metal door will be painted bronze to match the bronze panels of the new storefront.  After discussion, Commissioner Milone made a motion, seconded by Commissioner Pastore, to approve the building review as presented with bronze on all doors on the front elevation to match the bronze tone on the new storefront.  Motion was unanimously approved.

 

8:20 p.m. – Christine Wienberg, 146 Maple Ave., New City BR  Christine Wienberg

Christine Wienberg, business owner, presented the building review for exterior alterations of an existing building, submitting samples of the materials with colors as requested at the ALC meeting of May 24, 2010.

Roof:  Tamko Heritage Series, laminated asphalt – Rustic Cedar

            Stone:  Real stone in color as presented (color and manufacturer not available)

            Trim:  White

            Door:   Black fiberglass (samples to be reviewed at next ALC meeting)

            Siding:  John Hardie Autumn Tan

            Railings:  Black Aluminum Iron Works, Congers

            Lighting:  Recessed lighting

            Shutters:  Black with raised panels, MidAmerica Siding Components Tapco

 

After discussion, Commissioner Pastore made a motion, seconded by Commissioner Mangan, to approve building review as presented and amended, contingent on returning to the next ALC meeting for the door, front elevation, and landscaping,

8:55 p.m. – Legends on Main, 16 So. Main St., New City, Landscaping – Michael Galligan

Applicant was not present.  Ronald Haelen presented the proposed changes for the existing restaurant's backyard to an outdoor patio with plantings. The location of the patio is adjacent to the new park on the corner of New City/Congers Road and South Main Street.  After discussion, it was agreed that Mr. Lettre and Mr. Haelen will walk the proposed site to view the outdoor area and its effect, if any, on the new park.  Commissioner Milone made a motion, seconded by Commissioner Stern, to reserve this application.  Motion was unanimously approved.

 

9:05 p.m. – Planning Board Referrals

            Palisades Center Mall – Outer Ring Road Modifications

            Grand Prize Chevrolet-Cadillac, Nanuet

            St. John’s Episcopal Church, New City

Discussion followed on the above referrals, and the comments will be forwarded to the Planning Board.  Copies are attached and a part of these minutes.

 

9:20 p.m. – Little Tor Shopping Center, So. Little Tor Rd., New City – Jonathon Hodosh

Jonathon Hodosh, architect, presented the building review for renovations to an existing shopping center.  Samples of the materials with colors were presented as was requested at the ALC meeting of May 24, 2010.  The following material was reviewed:

            Paint at concrete walls in rear of building:  Pratt & Lambert #1876 – Brick Dust

            Doors and railings at rear of building:  Pratt & Lambert #2232 – Nickel

            Trim band behind signage:  Benjamin Moore #567 – Balsam

            Shutters:  MidAmerica #28 – Forest Green – raised panel shutters

            Roofing:  Tamko architectural – Weathered Wood

            Front door to second floor:  Therma Tru 10 lite French style #S2010 GBG LE with internal grilles – White

            Signs:  Background color Benjamin Moore #567 – Balsam; Times New Roman font etched lettering in metallic             gold paint.

                                   

After discussion, Commissioner Bodkin made a motion, seconded by Commissioner Stern, to amend the resolution approving the building review made on May 24, 2010, subject to the following additions:  1) all brick and concrete on all elevations to be power washed or repaired, if needed; 2) photos of light fixtures for the front door and gooseneck light fixtures for signs to be submitted; 3) building columns to be painted white; 4) the Commission is requiring a landscaping plan for the islands that is to be approved by this Commission; and 5) recommendation for the camouflaging of the exhaust units on the south side of the building.  Motion amending resolution of May 24, 2010 was unanimously approved.

 

 

The next ALC meeting is on Monday, June 28, 2010 at 7:30 p.m., in Room 301 of Town Hall.

 

There being no further business, Mr. Lettre adjourned the meeting at 9:45 p.m.
